The Equality Delivery System 2 is the NHS equality performance framework mandated by NHS England in April 2015. This applies to all NHS commissioner organisations and their Trust and Foundation Trust provider partners.
Each CCG is required to gather evidence which demonstrates: How do local people from protected groups fare compared to people overall [in healthcare]?
An annual public (or staff) grading of CCG evidence is carried out by volunteer, trained local representatives from protected groups and local communities of interest. The grading is made public on each CCG website and NHS England EDS national dashboard of commissioner and provider organisations. The latest documents are shown below:

Staffordshire CCGs are required to give ‘due regard’ (consideration) of the equality acts protected and other vulnerable groups within development, planning, decision-making and monitoring processes.
An example would include ‘You said. We listened. We did.’ in terms of specific feedback received about any negative impacts arising from key healthcare changes. The CCGs decision makers would then mitigate or re shape services to be more inclusive of protected groups, wherever it is reasonable, possible and practical to do so.
The NHS England mandated EDS2 includes a core set of (18) required outcomes set within EDS 4 Goals;
Goal 1 – Better Health Outcomes (5 x EDS2 outcomes)
Goal 2 – Improved patient access and experience (4 x EDS2 outcomes)
Goal 3 – A representative and supported workforce (6 x EDS2 outcomes)
Goal 4 – Inclusive leadership (3 x EDS2 outcomes)
